In a large bowl, combine chicken, preserved lemons, garlic, parsley, cilantro, saffron in warm water, harissa, olive oil, turmeric, ginger, cumin, coriander, salt, black pepper, and paprika. Mix well to coat the chicken evenly.

In a large pan, heat 2 tablespoons of olive oil over medium heat and sauté the onion until soft.
