Cut the meat into preferred size. Heat oil in a pan and brown the meat. Remove the meat from the pan.
Pour oil into a pan. Fry finely chopped onion and garlic for a few minutes. Add all the spices. Make a hole in the middle and fry the tomato paste for a few minutes.
Add the veal stock, meat, and enough water to cover the meat. Let it simmer for 4-5 hours. Season to taste with salt and pepper.
In the meantime, fry the eggplant, potatoes, and tomatoes in oil.
Cook basmati rice using the liquid from the meat stew.
Layer the Maqloba with meat, tomato, potato, eggplant, and rice. Let it steam together.
Turn the pot over onto a tray. Decorate with parsley and fried almonds.
