Cut each piece of frozen dinner roll dough in half and place on a tray to thaw and rise. Cover with a towel and let sit for 20 to 30 minutes.
Flatten each piece of dough, place a piece of cream cheese in the middle, fold over, pinch and roll into a ball.
Arrange dough balls in a circle pan starting from the center and working outwards.
Brush the top of the dough balls with heavy cream, then sprinkle sesame seeds and nigella sativa seeds on top.
Bake in the oven at 350°F for 15 to 20 minutes until golden brown.
While baking, prepare the sugar syrup by combining sugar, water, honey, and orange blossom water in a pot. Cook until the sugar dissolves.
Pour the syrup over the baked bread and serve.
