Preheat the oven to 200°C (392°F).
In a food processor, blend the red bell pepper, onion, garlic, and cilantro until finely chopped. Squeeze out excess moisture.
In a large bowl, combine the ground chicken with the chopped vegetables and spices. Add pepper paste and olive oil, and mix well.
Spread a thin layer of the chicken mixture over each tortilla. Sprinkle shredded cheese on top and roll the tortillas tightly. Cut into equal pieces.
Place the rolls in a greased baking dish. Brush the tops with olive oil.
Bake in the oven for 25 minutes, then increase the temperature to brown the tops for an additional 10 minutes.
While the rolls are baking, prepare the sauce by mixing yogurt, mayonnaise, dill, pickled cucumber, lemon juice, salt, black pepper, and garlic powder.
Serve the baked rolls with the yogurt sauce on the side.
